Antique Hand Painted Brooch

I am afraid I have very little information about this unique brooch. I can not discern what material the artful scene is painted on. From the back it looks like it could possibly be shell or something similar. The scene depicts three painted birds among spring blooms surrounded by art nouveau style flurishes and borders. The centerpeice is edged in a delicate ring of embossed circles. The clasp is glued to the back and looks newer than the brooch. 
 
But other than the fact that its appox. 2 inches in diameter and its condition is good I have been unable to unlock its secrets. I would love to share any information relevant to the pin.
 
It was part of a very old collection of keepsakes that had no one left to be passed along to. Looking for a new owner with creative ideas for its use!
